Part I - Viewing of the Film "All Rise for the Good of the Children"
This film is a 75-minute documentary showing the transformation of Judge Carole Clark’s court to a trauma-informed court for the benefit of cases involving children in the child protection system. The documentary includes actual hearings in Judge Clark's court and shows how when the judge and attorneys in the case approach parents in a way that helps them heal from their own childhood trauma their chance of getting their children back from foster care as the outcome of their court case dramatically increases. The movie will serve as the foundation for the Part II webinar with a panel discussion on the topic of creating a trauma-informed court and trauma-informed advocacy for parents.
Part II - Panel Discussion | Monday June 28, 2021, 12:00 p.m.
This presentation is a panel discussion of the documentary "All Rise for the Good of the Children" and focuses on how to create a trauma-informed court that is capable of addressing the childhood trauma experienced by parents whose children have been removed and placed in foster care and how attorneys can practice trauma-informed advocacy for the parents involved in those court cases. The panel will discuss how when the judge and attorneys in the case approach parents in a way that helps them heal from their own childhood trauma their chance of getting their children back from foster care as the outcome of their court case dramatically increases. The panel will also provide specific practice tips focusing on what trauma-informed advocacy for parents looks like in day to day practice and how to implement this new approach in court.
Moderator: Barbara Elias-Perciful, J.D., Director, Texas Lawyers for Children -- Barbara has over 25 years of experience as an attorney working in the child protection field. She currently serves on the Council for the State Bar Child Protection Law Section and on the Collaborative Council for the Supreme Court Children's Commission and is a past Chair of the State Bar's Committee on Child Abuse and Neglect.
Panelist: Hon. Carole Clark -- Judge Clark is a retired district court judge whose court is the subject of the documentary "All Rise for the Good of the Children". Judge Clark will discuss the steps necessary to create a trauma-informed court, and how the outcomes for children and parents involved in child protection court cases are much better when the judge and attorneys use a trauma-informed approach to these court cases.
Panelist: Elizabeth Watkins, J.D. -- Elizabeth is one of the attorneys who helped Judge Clark create her trauma-informed court, She is now the Family Justice Director at the Williamson County Attorney's Office, where she worked to create the Family Recovery Court. She will focus on how to implement trauma-informed practices to create a trauma-informed court.
Panelist: Patricia Hogue, J.D. -- Patricia is the Special Projects Attorney for Texas Lawyers for Children. She is part of the team of attorneys who created the Legal Professional Trauma Training Program funded by the Office of the Governor, and is the trainer who focuses on trauma-informed advocacy for parents. Patricia will focus on specific advocacy tips to teach attorneys how to use a trauma-informed approach when representing parents in child protection court cases since the outcomes for children and parents in these cases are much better when this approach is used.
